Mr. Pollock who as Acting Attorney General and
Chairman of the Law Committee was familar with the details of the
Bill, had in the meantime bɛen succeeded by Mr. A.G.Wise, and
the latter inserted in Section 21 lines 1 and 2 the words
"telephonic or electris" and in line 4 the words "the Government
or* and the bill was passed in its present form and report/ed
to the Secretary of State.
The Secretary of State noticed thatthe words "the
Government" included only the Government of Hongkong and not the
Admiralty or War Office, and directed the words to be altered
te "a Government Department" which was done by Ordinance No.52
of 1902.
Apparently neither Mr. Wise nor the Secretary of State neticed that the insertion of the words "Telephonic or
elsetrie" in limes 1 and 2 rendered the construction of the word
"telegraphis" in line 14 doubtful.
Although "telegraphis" standing alone has often been
held to include "telephonic" the express reference to "tele-
phonis" in the earlt part of the section lenda force to a
contention that the word "telegraphic" in line 14 is not intend –
ed to include "telephonic".
2. In November 1903 the Tramway Company were informed
that it was the intention of the Government to put their system

working of the Trams, and full particulars of the system were
supplied to the Company, who were also allowed to test the
werking of the telephones.
In May, 1905, the Tramway Company were informed that the
cost of the metallis sirsuiting was estimated at $47,505.91, and
(in Osteber 1905) that a elaiz for that amount would be made
when the work had been sompleted.
